According to inefficiency and inflationary consequences, Massive half-finished construction projects are one of the important challenges of Iran's macroeconomic concerns. Along with some legal, technical and executive challenges, the role of legislative branch actors should be considered too. Indeed, the parliamentary approval process present the total budget as a common pool. So, representatives face incentives to use their influence in Budget Approval Process in line with their constitutional or electoral aims. In fact, the process of selection and funding of construction projects is almost always the result of redistribution disputes and the pressure of interest groups, and sometimes without any economic-social justification. This article is about to study the influence of MPs’ parliamentary position in Iran’s Islamic Consultative Assembly (2012-2019) in increasing the figures of the appendix documents of national budget bill related to funding construction budget from the national income. By parliamentary position we mean the presence of provincial representatives in special parliamentary positions affecting the budget approval process, as well as having the seniority privilege. The results from using panel data model confirm these effects in sample periods on provincial construction budget. The proposal of the article is to amend the internal regulations of the parliament or to document the changes in the budget lines in order to clarify the budgetary action of the representatives.
