fa بررسی تأثیر تمرکززدایی مالی بر رشد اقتصادی کشورهای منتخب درحال‌توسعه: رهیافت دومرحله‌ای SGMM عمومى General پژوهشي Research <p><strong><span dir="RTL">از دیدگاه</span> <span dir="RTL">مالی، تمرکززدایی انتقال مدیریت منابع و انجام مخارج از دولت مرکزی به دولت‌های محلی است. بسیاری از اقتصاددانان و به‌ویژه اقتصاددانان توسعه، اجرای تمرکززدایی مالی صحیح را یکی از مهم‌ترین عوامل رشد و توسعه اقتصادی در کشورهای درحال‌توسعه بیان می‌کنند. در این راستا هدف اصلی این تحقیق بررسی تأثیر تمرکززدایی مالی بر رشد اقتصادی منتخب کشورهای درحال‌توسعه است. برای نیل به هدف مذکور، از سه شاخص تمرکززدایی مالی درآمد، تمرکززدایی مالی مخارج و عدم توازن عمودی و تحلیل‌های هم‌انباشتگی پانلی و برآوردگر دومرحله‌ای گشتاورهای تعمیم‌یافته سیستمی </span>(SGMM) <span dir="RTL">(ارائه‌شده توسط بلوندل و باند (1998)) استفاده شده است. یافته‌های این تحقیق نشان می‌دهد که اثر تمرکززدایی مالی درآمد و تمرکززدایی مالی مخارج بر رشد اقتصادی کشورهای مورد مطالعه منفی و معنادار است. همچنین، تأثیر شاخص عدم توازن عمودی بر رشد اقتصادی این کشورها بی‌معناست. مهم‌ترین دلایل این نتایج را می‌توان در عدم وجود قوانین شفاف و ساده تمرکززدایی، کمبود تخصص در سطوح مدیریتی و عدم تقویت سیستم‌های کنترل دولت‌های تابع در کشورهای درحال‌‌توسعه دانست. معناداری و ثبات علامت متغیرهای کنترل به‌همراه آزمون‌های تشخیصی انجام‌شده نیز نشان از تصریح صحیح مدل اقتصادسنجی دارد. </span></strong></p> <p>From a financial perspective, decentralization is&nbsp;a&nbsp;transfer of resources and does expenses from the central government to local governments. Many economists and economic development, in particular, suggests the correct implementation of fiscal decentralization is one of the most important factors of economic growth in developing countries. In this context, the main objective of this study was to evaluate the impact of fiscal decentralization on economic growth in selected developing countries. To achieve the above objective is used three indexes of fiscal decentralization including revenue, expenses and vertical imbalance and Panel&nbsp;Co integration&nbsp;analysis and two-stage system generalized method of moment&nbsp;estimator (SGMM)&nbsp;(presented by&nbsp;Blundell&nbsp;and&nbsp;Bond (1998)). Results of&nbsp;this study show that the effect of fiscal decentralization of revenue and expenditure on economic growth is negative and significant. Also, the effect of vertical imbalance on economic growth is meaningless. The main reasons for these results can be found in the absence of clear and simple rules of decentralization,&nbsp;lack of&nbsp;expertise in the management and strengthen of control systems the subordinate governments in developing countries.
