fa زیان‌های اقتصادی ناترازی گازطبیعی در صنایع کارخانه‌ای استان مازندران تخصصي Special پژوهشي Research <div style="text-align: justify;"><span lang="FA" style="font-size:10.0pt"><span style="font-family:&quot;B Zar&quot;"><span style="letter-spacing:-.2pt">این پژوهش به بررسی آثار اقتصادی ناترازی گاز طبیعی بر صنایع کارخانه‌ای استان مازندران در بازه زمانی ۱۴۰۱-۱۳۹۷ پرداخته است. نتایج نشان می‌دهد که زیان‌های رفاهی ناشی از این ناترازی به صورت غیرخطی در حال افزایش است. در این میان، صنایع تولید محصولات معدنی غیرفلزی و صنایع غذایی بیشترین زیان رفاهی را متحمل شده‌اند و صنعت مواد غذایی از منظر ارزش‌افزوده از دست‌رفته، آسیب‌پذیرترین بخش بوده است. یافته‌ها حاکی از آن است که هزینه فرصت محدودیت عرضه گاز به شدت افزایش یافته؛ به‌طوری‌که ارزش هر مترمکعب گاز از دست‌رفته بر اساس زیان رفاهی و زیان ارزش‌افزوده، رشد قابل‌توجهی در طول این ۵ سال داشته است. تحلیل‌های بلندمدت با مدل </span></span></span><span dir="LTR" style="letter-spacing:-.2pt">ARDL</span><span lang="FA" style="font-size:10.0pt"><span style="font-family:&quot;B Zar&quot;"><span style="letter-spacing:-.2pt"> نیز نشان‌دهنده ضریب بالای تصحیح خطا (۰.۷۱-) است که گویای تاب‌آوری پایین و شکنندگی شدید اقتصاد استان در برابر شوک‌های انرژی می‌باشد. در نهایت، این مطالعه تأکید می‌کند که تداوم وضعیت فعلی، ریسک‌های صنعتی را تشدید خواهد کرد. بنابراین، گذار از مدیریت واکنشی بحران به سمت ایجاد تاب‌آوری صنعتی ضروری است. پیشنهاد می‌شود حکمرانی انرژی به گونه‌ای اصلاح شود که در شرایط اضطراری، توزیع گاز طبیعی میان صنایع بهینه‌تر صورت گیرد تا از تشدید زیان‌های اقتصادی جلوگیری شود.</span></span></span></div> <span style="unicode-bidi:embed">This research examines the economic impacts of natural gas imbalances on the manufacturing industries of Mazandaran Province during the period 2018&ndash;2022 (1397&ndash;1401 SH). The results indicate that welfare losses resulting from these imbalances are increasing non-linearly. Among these, the non-metallic mineral products and food and beverage industries have suffered the highest welfare losses, while the food industry has been the most vulnerable sector in terms of lost value-added. Findings reveal that the opportunity cost of gas supply restrictions has risen sharply; specifically, the value of each lost cubic meter of gas&mdash;based on both welfare loss and lost value-added approaches&mdash;showed significant growth over this five-year period. Long-term analysis using the ARDL model also shows a high error correction coefficient (-0.71), reflecting low resilience and the severe fragility of the province&rsquo;s economy against energy shocks. Ultimately, this study emphasizes that the continuation of the current situation will exacerbate industrial risks. Therefore, a transition from reactive crisis management toward building industrial resilience is essential.
