fa ارائه راهکارهایی برای کاهش کسری تراز عملیاتی بودجه دولت تخصصي Special پژوهشي Research <span lang="FA" style="font-size:10.0pt"><span style="line-height:90%"><span b="" style="font-family:" zar=""><span style="letter-spacing:-.1pt">تراز عملیاتی منفی، مسئله‌ای است که در سال‌های اخیر دولت‌های جمهوری اسلامی ایران با آن مواجه هستند. با افزایش تحریم‌های بین‌المللی در حوزه فروش نفت و گاز، کاهش درآمدهای نفتی ایران و تورم روزافزون؛ تراز عملیاتی منفی بودجه دولت خود را بیش از پیش نمایان نموده است. هدف اصلی این پژوهش رصد راهکارهایی برای جبران تراز عملیاتی منفی بودجه دولت است. در این پژوهش اکتشافی-کاربردی که در سال 1401 انجام شده است، با انجام مصاحبه‌های عمیق و نیمه‌ساختاریافته با 19 نفر از خبرگان (مدیران و کارشناسان سازمان برنامه و بودجه و استادان دانشگاه تهران) که با روش نمونه‌گیری گلوله‌برفی انتخاب شدند و تجزیه‌وتحلیل مصاحبه‌ها با روش تحلیل مضمون، راهکارهای کاهش کسری تراز عملیاتی دولت ارائه شد. این راهکارها در قالب راهکارهای قانونی که شامل وضع قوانین کارآمد در خصوص کنترل فروش منابع طبیعی نظیر نفت و میعانات گازی و وضع قوانین ضد انحصار و راهکارهای فرآیندی که مشتمل بر کوچک‌سازی دولت، افزایش بهره‌وری دولت، مالیات ستانی درست و اصولی، بودجه‌ریزی مبتنی بر عملکرد، پایش و نظارت کارآمد بر فعالیت‌های اقتصادی دولت و توسعه صادرات و صنایع بودند، (2 تم اصلی، 8 تم فرعی و 62 کد) شناسایی شدند و مورد تجزیه‌وتحلیل قرار گرفتند.</span></span></span></span><br> <br> <br> &nbsp; <span style="font-size:11pt"><span style="line-height:normal"><span sans-serif="" style="font-family:Calibri,"><span new="" roman="" style="font-family:" times=""><span style="color:black">Negative operating balance is a problem faced by the governments of the Islamic Republic of Iran in recent years, with the increase of international sanctions in the field of oil and gas sales, the reduction of Iran&#39;s oil revenues and the ever-increasing inflation; the negative operating balance of the government&#39;s budget has shown itself more than before</span></span><b><span dir="RTL" lang="AR-SA" style="font-size:12.5pt"><span new="" roman="" style="font-family:" times=""><span style="color:black">.</span></span></span></b> <span new="" roman="" style="font-family:" times=""><span style="color:black">The main goal of this research is to </span></span><span style="font-size:12.0pt"><span new="" roman="" style="font-family:" times=""><span style="color:black">identifying </span></span></span><span new="" roman="" style="font-family:" times=""><span style="color:black">&nbsp;and providing</span></span><span new="" roman="" style="font-family:" times=""><span style="color:black"> solutions to compensate for the negative operating balance of the government&rsquo;s budget.
