fa محاسبه حجم کالای قاچاق وارداتی به کشور: پیشنهاد یک چارچوب عملیاتی تخصصي Special كاربردي Applicable <p dir="RTL" style="margin-right: 23.85pt;"><span style="font-family:b zar;"><span style="font-size:10.0pt;">در سال‌های اخیر قاچاق کالا به یکی از معضلات اقتصاد ایران تبدیل شده است. در این راستا تلاش جهت دستیابی به روشی جهت برآورد حجم آن به‌ صورت ادواری یک ضرورت به ‌حساب می‌آید. این بحث موضوع مقاله حاضر است. در این مقاله با استفاده از یک روش محاسباتی ترکیبی (اعم از روش مصرف ظاهری، درصد کشفیات و ...) به برآورد حجم قاچاق ورودی به کشور پرداخته شده است.</span></span><span style="font-family:b zar;"><span style="font-size:10.0pt;"> نتایج (تحقیق برای سال 1393) به‌ صورت نمونه حکایت از قاچاق سرانه: 2/42 دلاری کیف و کفش، 17 دلاری تلفن همراه، 4/22 دلاری لوازم خانگی و ... دارد. ضمن اینکه در مجموع عددی در حدود 97/21 میلیارد دلار برای قاچاق و شبه قاچاق به دست می‌آید که 42 درصد از واردات رسمی کشور بوده که بسیار قابل توجه است. در راستای کاهش قاچاق در کنار اقداماتی چون افزایش رقابت‌پذیری و ارتقای فرهنگ مصرف تولیدات ملی، اصلاح قیمت‌های نسبی در اقتصاد ملی با هدف کاهش حاشیه سود موجود در پدیده قاچاق یک ضرورت به حساب می‌آید.</span></span><br> &nbsp;</p> <p style="margin: 0in 0in 12pt; text-align: justify; unicode-bidi: embed; direction: ltr; -ms-text-justify: kashida; text-kashida: 0%;">Smuggling has been one of the main problems of the Iranian economy in recent years. So, achieving a proper technique for periodical estimating it can be fruitful. This study is mainly aimed to estimate smuggling import in Iran. This paper, by offering a combination of available computational methods (such as apparent consumption, smuggling detection rate, and ...) tries to estimate the volume of smuggled commodities imports in Iran during 2014. The results imply that the value of smuggled and semi- smuggled commodities imports in Iran was about 21.97 billion dollars which is so much considerable. Moreover, According to the findings, the per-capita smuggling import for selected commodities are as follows: Bags and Shoes (42.2$), Mobile Set (17$), Home Appliances (22.4$).
