fa تحلیل سلطه مالی بر سیاست‌های پولی در اقتصاد ایران: مطالعه موردی قوانین بودجه سنواتی تخصصي Special پژوهشي Research <p><strong><span dir="RTL">یکی از مسائل مهم در حوزه سیاستگذاری پولی، تنظیم سیاست‌های مالی و بودجه‌ای سازگار با هدف ثبات اقتصادی، انضباط پولی و کنترل تورم است. به منظور دستیابی به این اهداف، ابزارهای نهادی و اقتصادی لازم برای تصمیم‌گیری در طول یک‌سال مالی باید در اختیار نهاد سیاستگذار پولی گذارده شود تا سیاستگذار پولی در برابر سیاست‌های مالی و بودجه‌ای منفعل نباشد. در غیر این صورت اهداف کوتاه‌مدت مالی و بودجه‌ای بر ثبات پولی بلندمدت در اقتصاد ترجیح داده خواهند شد. پرسشی که در این خصوص مطرح می‌شود این است که آیا مجموعه احکام و تکالیف نظام پولی، ارزی و بانکی در قوانین بودجه سنواتی، به‌عنوان سند سیاستگذاری‌ مالی دولت، در راستای هدف فوق عمل می</span><span dir="RTL">‌</span><span dir="RTL">کند یا نشان‌دهنده سلطه سیاستگذاری مالی بر سیاستگذاری پولی است؟ بررسی لوایح و قوانین بودجه سنواتی نشان می‌دهد سیاست مالی از طریق اعمال تکالیف ناکارامد متعدد به نظام پولی و بانکی نظیر الزام به خرید درآمدهای ارزی دولت، تعیین نرخ ارز، دخالت در مصارف صندوق توسعه ملی، ایجاد خطوط اعتباری جدید، تکالیف اعتباری بر شبکه بانکی و ...، موجب شده است سیاستگذاری پولی و ارزی توسط بانک مرکزی با ناکارایی مواجه شود و عملاً بانک مرکزی نتواند به وظایف قانونی خود عمل نماید. بررسی و آسیب‌شناسی این چالش و ارائه راهکارهای اصلاحی هدف تحقیق حاضر است</span></strong></p> <p>One of the most important issues in monetary policy, is to adopt fiscal policies consistent with the objective of economic stability, monetary discipline and controlling inflation. In order to achieve these objectives, institutional and economic tools necessary for decision-making, must be put at the disposal of the monetary authority to avoid fiscal dominance. Otherwise, short-term fiscal and budgetary objectives will be preferred over the long-term monetary stability in economy. The question that arises is whether the particular set of laws and duties related to the monetary and banking system, in the annual budget laws, acts in the line with this objective or indicate the dominance of fiscal policies over monetary policy. Investigation of the annual budget laws demonstrate a strong fiscal dominance through multiple tasks assigned to monetary and banking system. These include the obligation to purchase foreign exchange revenue, determining the official exchange rate, involvement in the spending of national development fund, the creation of new credit lines, credit assignments to banking system, etc. this has caused inefficiency in monetary and foreign exchange policy.
