fa تهیه نگاشت فازی موانع اجرای اثر بخش طرح‌های مولد‌سازی دارایی‌های دولت در استان لرستان تخصصي Special پژوهشي Research <span lang="FA" style="font-size:10.0pt"><span style="font-family:&quot;B Zar&quot;">پژوهش حاضر به بررسی چالش‌های اجرای طرح‌های مولدسازی دارایی‌های دولت در استان لرستان می‌پردازد. مولدسازی به معنای بهره‌ور کردن دارایی‌های دولتی برای افزایش درآمد و رشد اقتصادی است، اما در لرستان با موانع جدی مواجه شده است. هدف تحقیق، شناسایی و اولویت‌بندی این موانع با استفاده از روش نقشه شناخت فازی بود. مطالعه از نوع کاربردی و اکتشافی است و با رویکرد آمیخته (کیفی و کمی) انجام شد. جامعه آماری شامل 15 نفر از خبرگان دانشگاهی و کارشناسان سازمان‌های اقتصادی و مدیریتی استان بود که با نمونه‌گیری هدفمند انتخاب شدند. ابزار گردآوری داده‌ها در بخش کیفی مصاحبه و در بخش کمی پرسشنامه بود. برای سنجش روایی و پایایی ابزارها از روش‌های محتوایی، نظری و بازآزمون استفاده شد. تحلیل داده‌ها در بخش کیفی با نرم‌افزار مکس‌کیو‌دی‌ای و در بخش کمی با نقشه شناخت فازی، اکسل و گفی صورت گرفت. یافته‌ها نشان داد مهم‌ترین مانع، نبود حمایت سیاسی قاطع است و پس از آن مقاومت‌های سیاسی-اجتماعی، فساد، فقدان مشوق‌های مالی، بی‌ثباتی سیاسی، نبود شفافیت قانونی و ضعف اهلیت‌سنجی خریداران قرار دارند.</span></span><br> &nbsp; <span style="font-size:11.0pt"><span style="line-height:115%"><span style="font-family:&quot;Calibri&quot;,sans-serif">This study examines the challenges of implementing government asset monetization projects in Lorestan Province. Asset monetization, defined as making government assets more productive to increase revenue and foster economic growth, has faced serious obstacles in Lorestan. The research aimed to identify and prioritize these barriers using the fuzzy cognitive mapping method. It is applied and exploratory in nature, conducted through a mixed methodology combining qualitative and quantitative approaches. The statistical population consisted of 15 experts, including university faculty in economics and specialists from the provincial economic and planning organizations, selected through purposive sampling based on theoretical saturation. Data collection tools were interviews for the qualitative part and questionnaires for the quantitative part. Validity and reliability were assessed through content and theoretical methods, coder consistency, and test&ndash;retest techniques. Data analysis employed MAXQDA software for qualitative coding and fuzzy cognitive mapping, Excel, and Gephi for quantitative analysis.
